Phantom Liberty was built backwards from its final choice

CD Projekt Red restructured how it made games for the Cyberpunk 2077 expansion and rewrote scenes again and again around its ending, the lead quest designer says.

Phantom Liberty is three years old, and the expansion's lead quest designer, Pawel Sasko, has been revisiting how it came together. After the disastrous launch of the base game, CD Projekt Red rebuilt its production process, moving away from work passing between departments towards teams that kept designers, writers, art, audio and QA on the same content.

The Idris Elba-led story set in Dogtown drew on spy fiction ranging from Tinker Tailor Soldier Spy and James Bond to The Bourne Identity and Ocean's Eleven. Sasko says the closing choice between Songbird and Reed was settled early and scenes around it were rewritten many times, with the results of earlier decisions made clearer. The expansion has sold over 15 million copies.
