What Colossal Order is
Colossal Order Ltd is a game development studio based in Tampere, Finland. Its own about page states that the studio was founded in 2009 with the aim of creating a city-building game, that it began as a small team working on a mass transit simulator, and that it released its first city-builder in 2015. The studio describes itself as independent, with owners who are part of its team.

The studio's timeline of its own releases gives 2011 for a first mass transit simulator, 2013 for its sequel, 2015 for Cities: Skylines and 2023 for the city-builder's sequel. The studio states that support for the 2015 game continued up to 2023, when the follow-up was released.
The relationship with Paradox Interactive ran across the franchise for more than a decade. Paradox's own announcement of the eighth anniversary of Cities: Skylines describes the game as developed by Colossal Order and published by Paradox, and lists content creator packs released for it in March 2023 as part of that anniversary.
The studio's news page documents its post-launch work on the second city-builder in detail. It announced a first major expansion for that game on September 15, 2025, gave it a release date of October 29, 2025, and published development diaries through the autumn covering bridges and ports. The same page records a November 2025 patch adding bicycles, lanes and parking, and a December 2025 update that introduced support for custom assets alongside a tour of the in-game editor.
Ending the Paradox partnership
On November 1, 2025 Colossal Order published a joint statement with Paradox Interactive announcing that the two companies had mutually decided to pursue independent paths after more than a decade of collaboration. The statement says that development of the franchise would move to a different studio under Paradox's leadership, and names Iceflake Studios, a Paradox internal management game studio also based in Tampere, as the new developer from the start of 2026.
Under the arrangement, Colossal Order committed to a few further updates before leaving, including a patch adding bicycles and associated infrastructure and a beta of asset support for the in-game editor. Paradox's deputy CEO is quoted in the same statement thanking Colossal Order for a partnership spanning four games and dozens of expansions, and the studio's CEO is quoted looking ahead to new projects.
