Ken Levine is an American game developer who co-founded Irrational Games and now leads Ghost Story Games. The Ghost Story Games studio page lists him as President, Creative Director, and credits him as the creative director behind System Shock 2, BioShock and BioShock Infinite. When Take-Two Interactive announced its acquisition of Irrational Games on 9 January 2006, the company quoted him as co-founder and President of the studio, and described Irrational as the developer behind System Shock 2 and Freedom Force.

Levine appears in the studio's own announcements under those titles. The press release announcing Ghost Story's first game, Judas, describes Ghost Story Games as a studio founded by Ken Levine and former Irrational Games developers, and quotes him as President & Creative Director. Why did Ken Levine wind down Irrational Games?

In a message posted on the Irrational Games site on 18 February 2014, Levine wrote that he was winding down Irrational Games as people knew it. He wrote that his passion had turned to making a different kind of game than the studio had made before, and that to meet that challenge he needed to refocus on a smaller team with a flatter structure and a more direct relationship with gamers. The change meant parting ways with all but about fifteen members of the Irrational team.

He also wrote that he was handing the BioShock universe to 2K so the new venture could focus entirely on replayable narrative, and that in time the studio would announce a goal of making narrative-driven games for the core gamer, delivered digitally. Levine said he had first thought the venture would need a classical startup model, but that Take-Two convinced him there was no better place to pursue it than inside the company.
